Has hell frozen over?

Today I saw Douthat's article about the attacks on women in Cologne (Cologne attackers were of migrant origin - minister). I usually think his stuff is way too conservative, so it was pretty surprising to find myself mostly agreeing with him. I also saw this at The Daily Beast: Why We Can’t Stay Silent on Germany’s Mass Sex Assaults.
