Who is doing the shooting?

The US company distributing aid in Gaza - the Gaza Humanitarian Foundation - is taking a day off to reorganize its sites, due to the shootings that have occurred near the sites. The international press (and the UN) seem to be pushing the idea that the IDF is responsible for the shootings, and the Israelis say that the terrorist group Hamas is doing it to disrupt the new aid distriburion plan, which cuts both them and their enablers, the UN, out of the equation.
