President Biden deserves a lot of credit for being good at diplomacy and negotiations. Getting freedom for these people is quite an accomplishment. And it may be that since he isn't campaigning he is able to devote more time and attention to what he can do as president.
Yes, I think that's why he's suggesting judicial reform now, though he was dragging his feet on it before.
